Raising the Bar in Residential Fire Safety: Competence, Compliance and the New Regulatory Reality

May 29, 2026 by Erika Rabaya

This session explores what organisations and their Accountable Persons must understand to build effective, reliable assurance systems under the Building Safety Act and the Fire Safety (England) Regulations. Rather than focusing on a single AP, we look at the wider organisational responsibilities — how multiple APs, housing teams, compliance leads, contractors and fire risk assessors contribute to building safety, and what they must collectively be aware of to meet their duties.

We will examine the high‑risk areas where assurance commonly fails:

– Regulation 7 monthly checks of lifts and essential firefighting equipment
– Regulation 10 fire door checks
– Residential evacuation plans, including emergency evacuation information and person‑centred fire risk assessments
– General fire safety awareness and Awaab’s Law, including the requirement for timely investigation and remediation of fire hazards, and the implications for resident safety, organisational competence and assurance

The session highlights the competence expectations set out in PAS 8673, the need for clear lines of responsibility, and the importance of accurate risk assessments of this area and evidence within the Golden Thread. It also outlines what fire risk assessors should look for when evaluating management systems — including evidence of oversight, consistency of checks, responsiveness to emerging risks, and the organisation’s ability to demonstrate that safety‑critical tasks are being carried out correctly and on time.

Designed for fire risk assessors, housing providers and building safety managers, this presentation focuses on what Accountable Persons and their supporting teams must know, oversee and evidence to deliver safe outcomes across residential portfolios.
