Tony McGuirk CBE

Tony McGuirk, a distinguished figure in fire safety and prevention, co-owns Packattack Ltd, a consultancy established in 2020 focusing on fire risk management and firefighting innovation. With a career spanning from 1976 to 2012 in various fire and rescue services, including a decade as Chief Fire Officer of Merseyside Fire and Rescue Service, Tony has been deeply involved in the Chief Fire Officers Association (CFOA), contributing significantly to waste fire policy development at a national level. Recognised for his operational leadership, he has been honoured with the Queens Fire Service medal and appointed Commander of the British Empire (CBE). Tony’s international expertise has seen him represent CFOA in Europe and North America. Transitioning to consulting in 2012, he established a strong client base in the UK before relocating to Australia in 2015, where he was appointed Director with the NSW Environment Protection Agency (EPA), overseeing disaster and crisis response province-wide. During his tenure, Tony developed a particular focus on emerging energy technologies’ hazards, such as lithium-ion battery systems and solar energy, underscoring his commitment to advancing fire safety on a global scale.

Neil Gibbins QFSM FIFireE Hon FIStructE

Neil’s journey from firefighter to President of The Institution of Fire Engineers shows his unwavering dedication to fire prevention. Originating in Derbyshire during the late 1970s, he ascended to the role of Deputy Chief Fire Officer of Devon and Somerset Fire and Rescue Service following a successful merger. With a focused commitment to fire protection, he spearheaded various initiatives within the UK Chief Fire Officers Association, notably guiding the implementation of the Regulatory Reform (Fire Safety) Order. Moreover, Neil chaired a pivotal national working group in establishing the Office for Product Safety and Standards, significantly contributing to post-Grenfell industry reforms. Recognised with the prestigious Queen’s Fire Service Medal and as a Fellow of the Institution of Fire Engineers, Neil’s impact on fire safety resonates deeply across both operational and leadership spheres.

Dr Peter Wilkinson EngD CEng FIFireE CSci MIScT Hon.FIStructE

Dr. Peter Wilkinson, an accomplished fire engineer, balances conducting fire engineering assignments, risk assessments, and advancing the profession. As founder of Pyrology Limited, he provides diverse safety and risk engineering services, while also contributing to CROSS, IFE, and BSI standards development. Holding key roles, including Designated Person for CROSS and Chair of British Standards Technical Committee FSH/24, Peter is dedicated to promoting fire engineering practices. With credentials including Chartered Engineer and Scientist, Registered Fire Risk Assessor, and an Engineering Doctorate focusing on resilient fire engineering, Peter brings extensive expertise. Previous roles include Associate Director at the Fire Protection Association and leading a team at a multi-disciplinary engineering consultancy.

Dennis Davis 

Dennis is a visionary leader dedicated to enhancing the proficiency of the fire sector workforce. With the inception of a specialised competency workstream in 2012, Dennis assumed the pivotal role of Chair of the Fire Sector Federation, a position he skillfully held throughout the 2018-2023 period while also serving as Executive Officer. Leveraging his astute leadership, Dennis has adeptly mobilised industry expertise to cultivate public awareness and garner support. Through proactive engagement with governmental bodies, agencies, and standard-setting organisations, Dennis has played a pivotal role in advancing the technical and professional capabilities of practitioners, thereby fortifying the collective efficacy of the sector.

Tony Smith MBA BEng

Tony Smith has over 35 years of experience in the fire protection industry. He worked as a fire protection engineer in his early years, installing sprinklers, gas flood, alarms, and other systems. He joined Hertfordshire Fire & Rescue Service in 1994 and has risen to the post of Group Commander in charge of their award-winning Fire Protection Team. Prior to becoming a flexible-duty officer, Tony ran his own business, conducting risk assessments and providing fire protection consultation services to several clients across the UK. He holds a bachelor’s degree in Fire Engineering and recently earned a double distinction for his Masters in Business Administration.
